In the context of its strategic development and consolidation of market position, the Mobile Telecommunications Limited (MTC) identified the need to evolve the company’s IS and IT systems and for that purpose has initiated MTCXXI transformation program.
MTCXXI program implies the installation and customization of Telco in a Box integrated solution, based on a framework developed by PT Inovação e Sistemas, Oracle and Accenture. The solution includes components from Business Support Systems (Instant Telco solution), Operation Support System (NOSSIS solution) and Online Charging System and Service Delivery Platform (NGIN), covering all of MTC function requirements.
At the same time, a new Data Center was built and to house the entire infrastructure included in the program followed by the installation of support infrastructure.
The program, which began on December 12, 2012, was divided into several stages. Stage 0 went live in March 2013 with NOSSIS Suite components including Netwin ISP, SIGO WFM and SIGO TTK family.
Stage 1, postpaid, went live in March 31 after 14 months of work during which a PT Inovação e Sistemas consultancy team remained in African territory with the purpose of encouraging the organization’s involvement in the program and ensure MTC users training. This important milestone for MTC information systems and control platforms included the NGIN Service Delivery Platform and NGIN OCS; Siebel, BRM and AIA from ORACLE Instant Telco Suite; Medi@e; OM component and Address Management from Nossis Suite and Network Activator. At the same time were upgraded the SMS and IP-Raft platforms on MTC’s core network. Integration with legacy systems, underlying the new architecture has followed the program. This stage involved the entire organization as it was accompanied by the change of processes underlying the new solutions.
The team supporting the program in Namibia included several PT Group companies. Top management, solutions, processes and network all were represented locally in order to provide an effective and immediate response to critical situations. The cut-over plan was developed to minimize impact on MTC and its clients. This local team and MTC team involvement were crucial to the success of this stage of the program.
The framework Telco in a Box included a set of features aligned with the best practices in the telecommunications sector, both in the Functional Architecture Reference eTOM (Enhanced Telecommunications Operations Map) and TAM (Telecommunications Application Map). The solution supports QuadPlay operations (fixed, mobile, internet and television) and a set of preconfigured processes that enable a faster implementation that of traditional solutions. It aims at being the sole client, product and services repository in order to achieve a 360º view of customers and commercial portfolio thus introducing significant improvement in operational and financial efficiency.
Stage 2, prepaid, including SelfCare (iCare) and Netwin OSP, will go live in October and will allow to close the implementation program till the end of the year.
